More Main Water Problems and Crawl Space Activity

Why don’t we know what is going on with this pipe? This is the third time it has been repaired but we have no information on this chronic issue and what exactly is being performed here and the two repairs nearby before.
Is this water flood from the cracked pipe in the courtyard?
Why is this hose coming out of the crawl space?
In case you were wondering, the end of the hose is out here, not in there.
I hope this new sump-pump install is working
